For the last couple of months i didn't have permission to this site i just got on a minute ago but could someone tell me why i didnt have permission?

When i went onto it instead of bringing me to the site it came up in bold letters “you don't have permisssion to enter this site” and underneath it was the url of this site.

that sounds like your router is blocking your access. this is usually done by certain keywords entered into your router by your router's administrator.
check your router firewall and site access keywords.
sometimes parents use this feature on a router (if they know about it) to stop thier children from accessing 'certain' sites.

it doesnt matter if its on your laptop. Shade is talking about the router, where you get your internet from.

yes, the router literally re-routes your internet connection and dynamically distributes it across your networked computers, so whether it's on a laptop, an ipod, a mac etc, the router still takes priority over your device.

If you get an error message like that it's definitely something wrong on your side.

no Hellboy dont listen to them. What really was happening was the Admin was waiting at his computer looking for when your Ip was trying to log in, and when he saw it he just kept hitting the “Blocked” key on his keyboard.

or it could even be your PC's internet security program Norton IS is one to do that as well.
