Fifa 09 has 8 players locally I think.
Biggest reason developers don't use this feature is probably because it's very few gamers that has so many controllers.

On PS3 the games we've had the most fun with 3-4 local multiplayer is Buzz Quiz TV and 3 on 3 NHL Arcade.
It's IP locked.

The #1 reason why someone pretty much only does voice acting is because they suck on screen
