Can someone tell me where I can find a “bruiser” to recruit to my family? I missed the chance to retrain one of my men when I promoted him to capo (wasn't paying attention).

Roy Mancini (Bruiser/Engineer, Expert Gun License) is nearby an airplane, behind the Battaglia Cement Factory, at the Cuban Airport.
